PSC is the right of a port state to inspect foreign-flag ships to verify compliance with SOLAS, MARPOL, MLC, STCW, Load Lines, and ISPS. Major PSC regimes include the Paris MOU (Europe), Tokyo MOU (Asia-Pacific), US Coast Guard (QUALSHIP 21), and others. Inspections cover certificates, hull/machinery condition, ISM compliance, crew competence, and working conditions. Ships can be issued deficiencies; severe findings result in detention. Ships with poor PSC records are targeted for more frequent inspections.
